NOAA Employee Travel
Supported by UCAR
(UCAR includes
NCAR, and UOP)
Allowable
ONLY if:
1. The NOAA employee
has approved travel orders stating that UCAR is funding the travel;
and
2. The NOAA employee
does not work for a NOAA organizational unit that provides funding
to UCAR; and
3. The funds used to
pay for the NOAA employee's travel are not NOAA funds.
To clarify and determine
whether or not we receive funding from a NOAA organizational unit
can be tricky and we need to use a very broad definition.
For example,
let's assume that UCAR receives funding from GFDL but does not receive
funding from NSSL and we want to pay for the travel of an NSSL employee
with NSF funds. Sounds good but we can't do it because both GFDL
and NSSL are part of the Office of Oceanic and Atmospheric Research
(OAR) and by virtue of receiving funds from GFDL we are receiving
funds from OAR. From NOAA's perspective the restriction applies
to the highest organizational unit level, such as OAR, NWS, NESDIS,
etc. Thus we are prohibited from paying for the travel for any OAR
employee, regardless of whether they work in GFDL, NSSL or any other
OAR subordinate office.
Effectively, this prohibits
us from paying for travel for almost all NOAA employees, except
maybe those who work for the National Marine Fisheries Service.
There will
be NO exceptions to this. It is being monitored by NOAA currently.
* Also, effective
immediately, all NOAA travel that fits the above guidelines, will
have the reimbursement made payable to NOAA in care of the traveler.
