Detailed Information First Class Any mailable matter may be mailed as First Class mail. The following examples are considered First Class matter and must carry postage at First Class or Priority mail rates. Bulk Mail What is Bulk Business Mail? Bulk Business Mail includes third-class, bound printed matter, and small parcels weighing less than 16 ounces. International Mail It is the responsibility of the sender to prepare items and to address them clearly and correctly, consider the nature of the articles being mailed and the distance they must travel to reach the addressee.
