UCAR Policy Statement
UCAR policy is to provide a safe working environment for employees and visitors
while adhering to all applicable Federal, State, and local health,
environment and safety regulations. In the absence of specific
regulations, it is UCAR's intent to conform to nationally recognized
practices.

0.2 Agent-in-Charge
A senior manager designated by the Vice-President for Finance and
Administration to assure that health, environment, and safety programs
are implemented and problems solved, and who serves as the official
contact with regulatory agencies in the absence of the Health,
Environment, and Safety Services staff at each UCAR operating location.
The following agents-in-charge have been designated: the Associate Director
of NCAR for the Mesa Laboratory, the Fleischmann Building, and the Marshall
Field Site; the Associate Vice-President for Human Resources and Employee
Relations for Foothills Laboratory Buildings 1,2, and 3; the Director
of UCP for Foothills Laboratory Building 4 and UNAVCO sites; and the
Research Aviation Facility Manager for aircraft operation bases.
1.0 Provisions
1.1 Development and Administration of Program
Health, environment, and safety programs and procedures are developed,
updated, and administered by the Safety and Site Services
(SASS) department. This office updates and maintains a health, environment, and safety
manual and keeps records, as required by applicable regulations and
recognized health, environment, and safety practices.
The UCAR Employee Health, Environment, and Safety Committee provides
advice, direction, and communication to SASS. Representatives from each
division/program and each remote location serve on this committee.
SASS staff, as well as representatives from Human Resources and Maintenance,
also serve on the committee. The group meets quarterly or more frequently
if necessary.
2.0 Implementation of Program
Supervisors are the primary implementers of UCAR's health, environment, and safety
program and ensure that staff work practices conform with this policy.
In addition, supervisors, as representatives of UCAR, share legal
responsibility for ensuring that UCAR and its employees conform to all
applicable OSHA, EPA, and other health, environment, and safety regulations.
SASS staff inspect each workplace at least annually for compliance with
applicable Federal, State, and local regulations and UCAR policies and
practices. SASS staff also coordinate or lead training sessions on a
variety of health, environment, and safety topics as necessary.
In cases deemed injurious to UCAR staff, property, or the environment, SASS
staff may temporarily suspend certain activities. Any activity considered to
be an immediate danger to life or health, or that may represent an
unacceptable risk to UCAR, may be suspended. Permanent suspension requires
the approval of the President of UCAR.
3.0 Communication of Program
SASS staff publish and distribute health, environment, and safety procedures
to employees and supervisors.
The UCAR Employee Health, Environment, and Safety Committee assists in the
communication of UCAR's safety programs to employees and reports safety
problems to supervisors and SASS staff.
4.0 Emergencies and Hazards
UCAR has a health, environment, and safety emergency response plan that defines
actions to be taken in emergencies that might involve UCAR employees or
visitors. Examples of emergencies include accidents, injuries, sudden illness,
and personal or property damage (actual or potential) from natural or
human-caused disasters. The plan designates specific procedures to
follow during an emergency and can be found in the health, environment, and safety
manual.
Emergencies, such as fires, chemical spills, or injuries to staff at any UCAR
location should be reported immediately. General concerns about work place
hazards and safety and environmental issues should be reported to supervisors;
members of the Employee Health, Environment, and Safety Committee; or
SASS staff. To secure repair of unsafe equipment or facilities, contact
the Maintenance staff. Consult the UCAR telephone directory for
telephone numbers.
5.0 Responsibilities
5.1
Members of the President's Council and all Division and Program Directors
are responsible for providing the resources necessary to implement the
health, environment, and safety program, and for fostering an
environment conducive to its implementation.
5.2
Supervisors at all levels are responsible for assuring that operations
under their control are safe and environmental responsible, providing
necessary safety equipment, training employees regarding potential
hazards and safe practices, and implementing relevant safety procedures
and corrective actions. They are also responsible for evaluating the
health, environment, and safety record of each employee during the
annual performance evaluation, as appropriate.
5.3
Supervisors are responsible for reporting unsafe conditions and planned
corrective actions to SASS staff, and for correcting unsafe practices and conditions
within a reasonable time.
5.4
SASS staff are responsible for developing, communicating, and
administering the health, environment, and safety programs;
leading and coordinating training sessions; monitoring compliance
with applicable regulations and reporting nonconforming
conditions to appropriate management staff; publishing and maintaining
an up-to-date health, environment, and safety manual; assisting supervisors
in recognizing potential hazards and developing safe practices; and
maintaining required records.
5.5
The UCAR Employee Health, Environment, and Safety Committee is
responsible for providing advice and direction to the SASS
department and to UCAR management. It also serves as a
communication link with employees.
5.6
Agents-in-charge are responsible for assuring that health, environment, and safety
programs are implemented and that problems are resolved. They serve as
the official contacts with regulatory agencies in the absence of SASS
staff.
5.7
Employees are responsible for working in a safe manner; for
following health, environment, and safety regulations applicable to
their jobs; and for reporting unsafe conditions and activities
to their supervisors.
