FIELD INVENTORY LIST

JUNE 2005 MEETING The June 2005 meeting will be Thursday, the 30th, 9:30-11:00 A.M., at the Chapman Room at ML. Chris has sent MM proposals for the 2005 DPA Meetings through August and the schedule is posted on the Property Web page.

NASA PROPERTY REVIEW – Lin Clausen from NASA property will be here June 10th to perform a property review of all NASA owned equipment. There are very few items to review, but Chris will be ensuring all is in order prior to the visit. Chris will also set up appointment times with the divisions for viewing the equipment.

DIVISION SURPLUS When sending an e-mail offering equipment to other divisions, be sure to indicate in the first e-mail whether or not the item(s) is an asset by including the PPE# or noting “not an asset.” Some sponsors restrict the use of assets funded by them and/or GFE so it is possible that an item cannot be transferred to another division. (Examples include FAA, NASA/GLOBE, and some other NASA agreements.) Including the PPE# allows us to check and, if there are restrictions, send a follow up e-mail quickly. In addition, the Property Office needs to track transfer or disposal assets that are offered. If this information is missing, we will contact you and request it.

EQUIPMENT THEFTS – UCAR/NCAR recently experienced a PDA theft. If your division experiences a theft of any kind, whether it be a fixed asset or not, please document and report it to both the police and to UCAR Security. Refer to the Property Manual Section 3-4: Disposition of Property for instruction on reporting thefts.

CIP TRAINING REMINDER –Training is scheduled for June 21, from 9:00–11:30 A.M. in the Corporate Technical Training Center (CTTC). This training is designed to familiarize individuals with three main topics of a constructed asset. 1) How to recognize when a fixed asset is a constructed asset. 2) How the application of costs is accounted for within a CIP. 3) How to accurately record the accounting for a CIP.

RESPONSIBLE PERSON UPDATES – The June 2005 Responsible Person Update commences on June 1. I will be sending all reports out on May 31. Please have any updates to locations completed by May 27, as I will be printing the individual reports on the morning of May 31. For those of you who have not participated in this before, please meet with me prior to June 1 so I can go over what you need to do. All divisions (except those doing Annual Inventory and e-mail verification) will participate in this update.

HEADS-UP ON CAPITALIZATION DECISION TREE – We have all had those times when we are trying to determine whether or not a purchase qualifies for capitalization. The Property Office and other members of Budget and Finance are working on creating a decision tree to assist in answering the questions that arise. We plan on rolling out the new flow chart next month, and devoting the entire meeting to discussing the content. The decision tree will be distributed prior to the meeting for your review.

FIELD INVENTORY LIST – Chris reminded the group about filling out the inventory list for field projects. The form can be accessed from the Property Web site home page under Property Forms. There was some discussion regarding editing the form, and it was decided that if an individual division needed additional or different information to track field equipment, that division could download the form and edit it for their purpose. Otherwise the form will remain on the Web site as is.
