Funding Proposals Policy

All proposals for funding from government agencies, universities, private foundations, individuals, industry, and industrial associations are subject to an internal review and approval process before submission.  The proposed activity must be designed to maintain the breadth and quality of UCAR research and facility programs, promote the coherence of the overall UCAR program, foster university collaboration and interaction, and ensure a continuing focus on agreed-upon institutional objectives.  In seeking such funding, UCAR must avoid unfair competition with the university community and industry.

Funding Proposals Procedure

(related to Policy 5-6)


All proposals or requests for funding submitted by UCAR, regardless of funding level, must be reviewed and approved within the appropriate entity's budget office.

NCAR Proposals

All NCAR proposals must be submitted to the NCAR Budget and Planning Office for review and approval. Proposals or requests must first be approved by the appropriate Division or Laboratory Director. Proposals up to an approved threshold, as identified in the entity proposal guidelines, may be submitted under the signature of the Division or Laboratory Director. All NCAR proposals expected to exceed the approved threshold, as identified in the entity proposal guidelines, must be approved by and officially submitted under the signature of the Deputy Director or Director of NCAR, or designated Acting Director.

UCP and Education and Outreach (EO) Proposals

All UCP and EO proposals must be submitted to the UCP Director's Office for review and approval. Proposals or requests submitted for review must first be approved by the appropriate Program or EO Director. All UCP proposals expected to exceed the approved threshold, as identified in the entity proposal guidelines, must be approved by and officially submitted under the signature of the Director of UCP, or UCAR President.  All EO proposals or requests are submitted under the signature of the Director of Education and Outreach.

External Review

Qualified funding proposals are reviewed semiannually by the UCAR President's Advisory Committee on University Relations (PACUR) to determine whether they adhere to specified criteria.  The review process assures the universities that there is no unfair competition and serves as a mechanism to encourage collaboration between NCAR, UCP, or E&O and the university community.

In addition, all NCAR proposals, including proposals to foreign sponsors, are made available for NSF review at the time they are submitted to the funding sponsor.
