Driving on UCAR Business Policy

When driving on UCAR business, all drivers must maintain a valid driver's license and, when using personal vehicles, must maintain compulsory insurance.  UCAR employees and authorized individuals driving on UCAR business shall observe all applicable driving regulations.  (UCAR business is defined as work necessary to carry out UCAR projects, programs, and responsibilities.) 

Company vehicles (General Services Administration [GSA] or leased vehicles) and vehicles rented during business travel are for UCAR business only.  Limited personal use of a company or rented vehicle by an employee or authorized individual while on travel or in the field is allowable for the sustenance, comfort, or health of the individual.  However, any other personal use of a company or rented vehicle by an employee or authorized individual is prohibited.  Individuals may be held personally liable in situations where company or rented vehicles are operated outside the scope of this policy.

Regular drivers must maintain a motor vehicle record (MVR) that meets specific acceptability requirements as defined in the UCAR Vehicle Use Procedures found on the Insurance Office Web site.  (A regular driver is a UCAR employee who operates any vehicle on UCAR business to execute his or her normal work-related duties and responsibilities as defined in his or her Position Description Questionnaire.)  Failure of a regular driver to meet the acceptability requirements may result in termination.  UCAR requires that regular drivers authorize UCAR to obtain an MVR annually, and also reserves the right to require any employee to authorize UCAR to obtain an MVR.  

Employees on extended travel or who travel on official business in the local area should use GSA vehicles when feasible.  GSA vehicles are available on a dispatch or assigned basis through local GSA motor pools throughout the United States .  Advance approval is required for certain types of GSA vehicle use.  See the Transportation Services Web site or contact the Site Services Transportation office for information on costs, availability of vehicles, and to request the use or assignment of a GSA vehicle.
