UCAR is committed to upholding and complying with all federal, state and local laws and regulations in all aspects of our operations. We are dedicated to providing high-quality research products and facilities, maintaining financial prudence and equitable business practices, treating individuals with respect, following fair and equitable employment practices, and protecting and enhancing employee health and safety. UCAR expects its employees to act with integrity and personal accountability, exhibiting behaviors that merit public trust and confidence.

UCAR's policies and procedures are created to provide direction in our activities. These policies and procedures apply to all employees, official activities and UCAR entities unless there are stated limitations to their applicability. UCAR policies and procedures are not intended to be all-inclusive and are subject to change.  They are effective upon issuance unless they indicate otherwise, and they remain in effect until revised or revoked.

The President's Council determines the process of policy formulation and approval.  Some policies may require approval by the Board of Trustees and NSF.  The Vice-President for Finance and Administration administers the process, including the delegation of policy updating and issuance. 

At their discretion, the President and members of the President's Council may grant exceptions to the policies and procedures under special circumstances.  No exceptions may be granted that violate Federal or State law or contractual agreements to which UCAR is a party, or that would compromise UCAR's commitment to equitable treatment of its employees.

UCAR's policies cannot prescribe behavior for every situation. Therefore, it is the responsibility of employees to maintain a professional environment and to request guidance when needed.

Employees may access UCAR's Policies and Procedures through UCAR's Web site.  Employees should contact persons identified in each policy for interpretation of that policy or its implementation procedures. Interpretation of laws and regulations may also be referred to UCAR's Office of General Counsel.

Suspected violations of laws, regulations and UCAR policies and procedures should be brought to the attention of the appropriate manager, to Human Resources or may be directed to UCAR's Ethics Officer. One may raise legitimate concerns without fear of retaliation. 

The Vice-President for Finance and Administration is responsible for interpretation of this policy.
