Melissa Miller is the Director of Budget and Finance at the University Corporation for Atmospheric Research (UCAR) in Boulder, Colorado.  Ms. Miller has served in this capacity with UCAR since 1996.  Previously with UCAR she was the Project Accounting Manager from 1995-1996, the Administrator for Weather Information Technologies, Inc. (WITI-wholly owned subsidiary of UCAR Foundation) during 1995, Senior Project Accountant from 1992-1995, and an Accountant I from 1990-1992.  Ms. Miller attained a Bachelor of Science in Accounting from McNeese State University in 1979.  

Responsibilities:

As Director of Budget and Finance, Ms. Miller has primary management responsibility for the Project Accounting, General Accounting, Property and UCAR Budget Offices while ensuring compliance with applicable state, federal and contractual financial management regulations and requirements.  Ms. Miller serves as the primary liaison between the National Science Foundation (UCAR’s cognizant audit agency) and UCAR in matters related to indirect cost rate negotiation and the rate agreement.  Ms. Miller oversees the annual corporate audit and audited financial statements with responsibility for reporting to the Audit and Finance Committee (subcommittee of the UCAR Board of Trustees).
