Environmental Compliance – the Good, the Bad, and the Ugly

The Advanced Technology Solar Telescope (ATST) is a project led by the National Solar Observatory, an NSF-funded facility.  The ATST project has been more than ten years in planning, during which an extremely careful site selection process identified Haleakala, on Maui, as the optimum site for the telescope.  Along with a quick discussion of this truly remarkable instrument and its promise for understanding the root causes of solar activity, I will describe the very complex compliance process required for Federal undertakings on sensitive sites.
