Special Agent in Charge
Jim is the Special Agent in Charge at the Office of Inspector General at the National Science Foundation, an Executive Branch, Federal agency that is charged with providing funding for scientific research and education. NSF currently awards more than $6 billion dollars each year, primarily to the academic and research communities. NSF also recently received an additional $3 billion in Recovery Act funds to fund additional education and research programs.
Jim is responsible for supervising the Civil/Criminal section consisting of 7 criminal investigators and 2 general investigators and a varying number of interns. The Criminal/Civil section is responsible for conducting civil and criminal inquiries and investigations into allegations of fraud and other wrongdoing involving NSF grantees and contractors. This section is also responsible for conducting administrative investigations into allegations of criminal activity and misconduct by NSF employees.
Jim successfully completed the IG Academy’s Criminal Investigator Training Program at the Federal Law Enforcement Training Center in September 2003 and was the recipient of the William R. Barton Award. Jim is also a recipient of Inspectors General Council’s Award for Excellence in Investigations. Jim also recently completed training and received certification as a Certified Fraud Examiner. He is an active member of the Association of Certified Fraud Examiners as well as the Federal Criminal Investigators Association.
Prior to assuming the duties as the Special Agent in Charge in July 2006, Jim was assigned as one of the criminal investigators within that same Office of Inspector General for approximately 3 ½ years. His duties included investigating allegations of waste fraud and abuse involving Federal funds.
Before joining NSF in December of 2002, Jim began his Federal career with the Federal Bureau of Prisons at the Federal Correctional Institution located in Otisville, New York, in April 1990, when he was selected as a Correctional Officer. Jim spent the next 12 years working at a number of institutions within the Bureau in a number of positions, each with increased responsibilities. Some of the positions Jim has held include Lieutenant, Captain and Special Investigative Agent. His duties with the Bureau included supervising several Correctional Services departments and maintaining the security and safety of large inmate populations. Jim also spent more than 4 years conducting administrative and criminal investigations into criminal activity involving both Bureau inmates in custody as well as allegations against Bureau staff. Jim’s work in this area resulted in a number of indictments and convictions and was recognized with many awards from the Bureau including Officer of the Month, Supervisor of the Quarter, on 2 occasions, and a number of Special Act and performance based awards. Jim has also been formally recognized by several state and Federal law enforcement organizations for his investigative work.
