Frank Cushing joined Oldaker, Belair & Wittie LLP and the Oldaker Group LLC, in January 2008 after serving in senior positions for more than three decades in the House of Representatives, the United States Senate, and the Washington, D.C. business community.  In the House, Mr. Cushing was named the twelfth Clerk and Staff Director of the Appropriations Committee since the Committee’s creation in 1865.  In that capacity he reorganized the Committee and subsequently managed a staff of over 100 individuals and all aspects of the operation of the Committee, including budget and policy formulation, staffing matters and reassignments, representation of the Committee in all leadership meetings, and appropriations-related communication between the House and the Senate and between the House of Representatives and the White House, the Office of Management and Budget, and numerous federal agencies and departments. 

Previously, from 1995 to 2003, he served as the Clerk/Staff Director of the House Veterans, Housing, and Independent Agencies Appropriations Subcommittee where he oversaw budget and policy direction for numerous departments and agencies, including the National Science Foundation, the National Aeronautics and Space Administration, the Environmental Protection Agency, the Office of Science and Technology Policy, and the Council on Environmental Policy.  In the Senate, Mr. Cushing served as Staff Director of the Energy and Natural Resources Committee and, from 1981-1984, as the Clerk/Staff Director of the Senate Interior and Related Agencies Appropriations Subcommittee.

Mr. Cushing has served as a corporate vice president for the Coastal Corporation, a Fortune 50 integrated energy firm and, prior to his appointment as Staff Director of the House Appropriations Committee, was a partner in another appropriations-focused, Washington-based consulting firm. Mr. Cushing served a brief period on the Board of Trustees of the University Corporation for Atmospheric Research, and is currently serving on the Board of Trustees of the Consortium for Ocean Leadership. He also serves on the Advisory Board to the Lionel Hampton International Jazz Festival.  

Mr. Cushing is a graduate of the University of Idaho and has done graduate level study at the University of Idaho and Boise State University.
