Authority (SA) |
Staff
within the organization are issued various types of signature
authority. Types of signature authority include: Requisitioning
Authority, Contractual Authority, Travel Authority and Acting
Authority. The dollar limits of the authority can vary per person,
unless the person serves in a specific role, as described in
the Signature Authority Procedures. |
| Contractual
Authority |
Authority
delegated by the UCAR President and/or his/her designee (currently
the Vice President for Finance and Administration) to legally
bind the corporation. No employee may commit UCAR or any of
its entities in any contractual matter unless contractual authority
has specifically been delegated to him/her. See Policy 1-1-6
and 3-2-1 for more detail on contractual authority. |
| Requisition
(Account) Authority |
Authority
delegated by the UCAR President and/or his/her designee to employees
to approve the expenditure of funds up to a specified dollar
limit from an account or accounts for which that individual
has been delegated responsibility. Requisition authority includes
the authority to sign purchase requisitions, requests for check,
and petty cash vouchers, but does not include the authority
to sign or execute purchase orders, subcontracts, agreements
or grants of any type. See Policy 3-2-1 for more detail on requisition

| Travel
Authority |
Authority
delegated by the UCAR President and/or his/her designee to authorize
UCAR business travel and approve reimbursement of related expenditures.
See Policy 3-1-6 for more detail on international travel, hazardous
travel, sponsor approval and approval of own travel. |
| Acting Authority |
Authority
delegated by staff with existing authority to others to act
on his/her behalf while away from the office. When granted acting
authority, the grantee assumes all associated authorities of
the grantor. Authority to approve one's "own travel" is explicitly excluded from acting authority, per policy. |
| Role |
A
role is defined by a position which may or may not have predetermined
authorities commensurate with his/her responsibilities. |
