ROLES

The table below shows the roles available in the Signature Authority System.

Role Role Description
UCAR President Role assigned to UCAR President which gives unlimited authority to commit the corporation and authorize expenditures
Entity Directors Role assigned to Entity Directors which gives specific authority levels and limits
Vice President, F&A Role assigned to Vice President, F&A which gives specific authority levels and limits
Deputy Director, NCAR Role assigned to the Deputy Director of NCAR which gives specific authority levels and limits.
NCAR Associate Directors & UCP Program Directors Role assigned to all NCAR Associate Directors and UCP Program Directors which gives specific authority levels and limits.
NCAR Division Director Role assigned to NCAR Division Directors which gives specific authority levels and limits.
Associate Vice President Role assigned to Associate Vice President which gives specific authority levels and limits
F&A Directors Role assigned to all F&A Directors which gives specific authority levels and limits
Signature Authority Administrators Role assigned to divisional points of contact which gives administration privileges all authorities under their purview
Employee Default role for all active UCAR employees. No specific authorities assigned.

 

Role Privileges/Limitations

The table below shows the roles a user can hold and the associated permissions/limitations:

Role Privileges/Limitations
UCAR President: Has full, unlimited authority to commit the corporation and authorize expenditures. May delegate this authority as deemed appropriate
Entity Directors:

The President has delegated specific authority to the Entity Directors, including the ability to re-delegate signature authority on accounts under their purview, with the following limitations:

  • Requisitioning: $5,000,000
  • Contractual: None.
  • Travel: Cannot authorize their Own international travel; cannot re-delegate international travel
  • Acting: Cannot re-delegate authority to sign Own travel
Vice President, F&A:

The President has delegated full authority to the Vice President to re-delegate all signature authority on all accounts, with the following limitations:

  • Requisitioning: $500,000
  • Contractual: $5,000,000
  • Travel: Cannot authorize his/her Own international travel; cannot re-delegate international travel
  • Acting: Cannot re-delegate authority to sign Own travel
Deputy Director, NCAR

The Deputy Director of NCAR has been delegated specific signature authority, including the ability to re-delegate signature authority, on accounts under his/her purview, with the following limitations:

  • Requisitioning: $500,000
  • Contractual: None
  • Travel: Cannot authorize his/her Own international travel; cannot re-delegate international travel
  • Acting: Cannot re-delegate authority to sign Own travel
NCAR Associate Directors and UCP Program Directors

NCAR Associate Directors and UCP Program Directors have been delegated specific signature authority, including the ability to re-delegate signature authority, on accounts under their purview, with the following limitations:

  • Requisitioning: $250,000
  • Contractual: None
  • Travel: Cannot re-delegate or authorize any international travel
  • Acting: Cannot re-delegate authority to sign Own domestic travel
NCAR Division Directors

NCAR Division Directors have been delegated specific signature authority, including the ability to re-delegate signature authority, on accounts under their purview, with the following limitations:

  • Requisitioning: $150,000
  • Contractual: None
  • Travel: Cannot re-delegate or authorize any international travel
  • Acting: Cannot re-delegate authority to sign Own domestic travel
Associate Vice President

The Associate Vice Presicent (AVP) has been delegated specific signature authority, including the ability to re-delegate signature authority, on accounts under his/her purview, with the following limitations:

  • Requisitioning: $100,000
  • Contractual: $1,000,000; cannot re-delegate contractual authority
  • Travel: Cannot re-delegate or authorize any international travel
  • Acting: Cannot re-delegate autority to sign Own domestic travel
F&A Directors:

F&A Directors have been delegated specific signature authority, including the ability to re-delegate signature authority, on accounts under their purview, with the following limitations:

  • Requisitioning: $150,000
  • Contractual: None (except for approved exceptions)
  • Travel: Cannot re-delegate or authorize international travel
Signature Authority Administrators:

This new role provides for one or two designated points-of-contact that are allowed to administer the various authorities as appropriate for anyone for accounts under their purview, as follows (this authority relates only to role as SAA; additional individual authority may be granted as determined by his/her supervisor):

  • Requisitioning:
    • Can propose, re-delegate, activate, and expire requisitioning authorities for accounts under their purview up to the level of $250,000
  • Contractual: None
  • Travel:
    • Can propose, re-delegate, activate, and expire domestic staff and visitor travel authorities for accounts under their purview. Cannot sign Own domestic travel. Cannot re-delegate or authorize international travel.
  • Acting:
    • Can propose, re-delegate, activate, and expire acting authority for others for accounts under their purview.
    • The Signature Authority Administrator cannot delegate on an acting basis any of the authorities associated with the Signature Authority Administrator designation.
Employee: Default role for all active UCAR employees. The employee role can view any authority stored in the database, can run reports, and can propose pending authorities to route for approval.
