PENDING
ACTION TAB The Pending Action tab
is available to designated divisional Signature Authority Administrators
or other staff assigned a routing division. The Pending Action tab
provides users a central point within the application to activate,
expire, reject or delete authority records that have been routed
to them for action or for which they have redelegation authority. The Pending Action tab
contains two submenus which users can toggle to and from in order
to activate and/or expire authority records. The first submenu is
the Activate submenu in which users can activate or reject authorities
that have been routed for activation. The second submenu is the
Expire submenu in which users can expire or reject authorities that
have been routed for expiration. Pending

Submenu |
The
Pending Action screen defaults to this submenu. The Activate
submenu displays authority records which users can activate
or reject. Authorities that appear on this submenu have been
routed for activation. |

Submenu |
The
Expire submenu displays the authority records which users can
expire or reject. Authorities that appear under this submenu
have been routed for expiration. |
| Select
All |
Populates
all action checkboxes that appear on the screen. |
| Submit |
Under
the Activate submenu, the Submit button will activate all authorities
in which the action checkbox was selected. Under the Expire
submenu, the Submit button will expire all authorities in which
the action checkbox was selected. An automated e-mail is sent
to the affected employee notifying them of the action taken
on their authority. The status of the authority changes from
Pending to either Pending, Routed to Activate; Pending, Routed
to Expire; Active; or Expired. After the user clicks the submit
button, they will be taken to a confirmation screen. |
| Reject
|
Under
both the activate and expire submenus, the Reject button rejects
authorities that have the checkbox selected and an e-mail notification
is sent to the proposer of the authority which was rejected.
The status of the authority changes to Pending Rejected. |

All Button |
Clears
all checkboxes that have been selected on the page. |
| Action
Checkbox Column |
Available
for users to select multiple authorities on which to take action.
When the checkbox is selected, the application will conduct
the action associated with the submenu. |
| Edit
Column |
Edit
icon is displayed. If user clicks the edit icon, the Detail
Edit Authority screen will be displayed. |
| Employee
ID or Name |
Displays
the employee ID and name for which the authority relates. |
| Date
Range Column |
Display-only
field showing effective date range of the authority for the
employee displayed. |
| Account
Column |
Displays
the six-digit account key, wildcard, range, partial key or divisional
text description associated with authority for the employee
ID or name. All restrictions for Requisition authority will
be displayed in this column after the account key. |
| Amount
Column |
Displays
only the amount (dollar value or text) of the authority of the
employee displayed. |
| Redel
Column |
Displays
whether or not the employee can redelegate the authority. If
the employee in the display has the ability to redelegate that
particular authority, then a checkmark will appear in that column.
If the employee in the display does not have the ability to
redelegate that particular authority, the column will be blank. |
| Status
Column |
Displays the appropriate
status of that authority. Status values include:
- Active
- Pending
- Expired
- Pending, Routed
to Activate
- Pending, Routed
to Expire
- Pending, Routed
with Edits
- Future
The status of an
authority is based on the From/To dates.

| Domestic
Travel Columns |
Displays
whether or not the employee has authority to sign on Staff,
Visitor, or Own domestic travel. The display also shows if the
employee has the authority to redelegate the authority to others.
If the employee has the ability to sign or redelegate domestic
travel, a checkmark will appear in the column. If the employee
does not have the ability to sign or redelegate travel, the
column will be blank. |
| International
Travel Columns |
Displays
whether or not the employee has authority to sign on Staff,
Visitor, or Own international travel. The display also shows
if the employee has the authority to redelegate the authority
to others. If the employee has the ability to sign or redelegate
international travel, a checkmark will appear in the column.
If the employee does not have the ability to sign or redelegate
travel, the column will be blank. |

Activation
and Expiration Business Rules
| All
authorities will be automatically expired based on the end date
of the authority (To date), termination of the employee, or
account key closure. |
| Requisition
Authority |
|
In order for a
user to be able to activate or expire a Requisition authority,
at least one of the user's requisition authorities must:
- have the redel
= "Y" OR acting redel = "Y" AND
- have an active
status AND
- have an amount
greater than or equal to the proposed amount AND
- have authority
on accounts that are a superset of the proposed accounts
If the user is
assigned the Signature Authority Administrator role, the proposed
authority must:
- have an amount
of $250,000 or less AND
- be associated
with a division under their purview

| Travel
Authority |
|
In order for a
user to be able to activate or expire a Travel authority at
least one of the user's travel authorities must:
- have the domestic
redelegation = "Y" OR international redelegation
= "Y" OR acting domestic redelegation = "Y"
OR acting international redelegation = "Y" AND
- have an active
status AND
- have authority
on accounts that are a superset of the proposed accounts
AND
- if the proposed
authority requests Staff, Visitor, Own or redelegation authority,
then the user's authority must have the domestic redelegation
= "Y" AND the corresponding Staff, Visitor or
Own authority AND
- likewise, if
the proposed authority requests international Staff, Visitor,
Own or redelegation authority then the user's authority
must have the international redelegation = "Y"
AND the corresponding Staff, Visitor or Own authority
If the user is
assigned the Signature Authority Administrator role, the proposed
authority must:
- be only for
domestic staff or domestic visitor travel AND
- be associated
with a division under their purview

| Acting
Authority |
|
In order for a
user to be able to activate or expire an Acting authority,
the user must:
- be the employee
granting the acting authority OR
- be assigned
the Signature Authority Administrator role
|
| Contractual
Authority |
|
In order for a
user to be able to activate or expire a Contractual authority,
at least one of the user's contractual authorities must:
- have the redel
= "Y" or acting redelegation = "Y" AND
- have an active
status AND
- have an amount
greater than or equal to the proposed amount
|
Account
Rules for Activating and Expiring Authorities:
| If the user attempting
to activate or expire an authority has authority on ALL accounts
then any proposed account is activated, OTHERWISE... |
|
For proposed single
accounts, each account must:
- equal a single
account OR
- fall within
a range OR
- be contained
in a wildcard OR
- belong to a
division/program OR
- belong to an
entity
|
|
For proposed ranges,
each range must:
- have beginning
and ending accounts that fall within a range OR
- have beginning
and ending accounts that are contained in a wildcard OR
- have beginning
and ending accounts that have divisions associated with
the range that belong to a division/program OR
- have beginning
and ending accounts that have divisions associated with
the range that belong to an entity

| For proposed wildcards,
each wildcard is converted to a range, then the rules for ranges
are applied (i.e., 3131* is converted to 313100-313199). |
| For proposed division/programs,
the activating authority must have authority on that division/program
or authority on the entity associated with the division/program. |
| For proposed entities,
the activating authority must have authority on that entity. |
Purview
Rules:
Determining whether or
not an authority falls under a Signature Authority Administrator's
(SAA) purview depends upon:
- The authority type
(Requisition/Travel/Contract/Acting)
- Purview divisions
assigned to the Signature Authority Administrator
| For Requisition/Travel
Authorities: |
- Single Accounts
each account must belong to a purview division assigned
to the SAA
- Ranges or wildcards
each range must have beginning and ending accounts that
belong to a purview division assigned to the SAA
- Division/Programs
the division/program must be a purview division assigned
to the SAA

| For
Acting Authorities: |
| The SAAs purview
division must be equal to the division associated with the home
account of the employee granting the Acting authority. |
| For
Contractual Authorities: |
| SAAs do not have
the ability to activate or expire Contractual authorities. |
To
activate authorities from the Pending Action screen:
- Navigate to the Pending
Action tab.
- Navigate to the Activate
submenu.
- Click the checkbox
of the authority/authorities you wish to activate.
- Click the Submit button.
To
expire authorities from the Pending Action screen:
- Navigate to the Pending
Action tab.
- Navigate to the Expire
submenu.
- Click the checkbox
of the authority/authorities you wish to expire.
- Click the Submit button.
To
reject authorities routed for activation:
- Navigate to the Pending
Action tab.
- Navigate to the Activate
submenu.
- Click the checkbox
of the authority/authorities you wish to reject.
- Click the Reject button.
To
reject authorities routed for expiration:
- Navigate to the Pending
Action tab.
- Navigate to the Expire
submenu.
- Click the checkbox
of the authority/authorities you wish to reject.
- Click the Reject button.
