EDIT AUTHORITIES

Users are able to edit/modify authority information by using the Search/Edit tab. In order for users to edit authority information, the user must first conduct a search to find the authority they wish to edit. Once the appropriate authority is found, the user clicks on the Edit icon and modifies the authority data as needed. Please note that when editing an authority of an employee in a designated role, some of the fields will not be editable (such as amount or redelegation flags).

Edit Authority Business Rules

Any employee may request to modify an authority.
Only those with delegation authority may activate edited authority. The application will not expire the original authority and add the edited information until the approval process happens on the proposed edited authority.
For Contractual authority, only the President and Vice President for Finance and Administration may activate edited authority.
Signature Authority Administrators (SAA) cannot delegate their SAA authorities in an Acting capacity.
When a user chooses to edit an authority, and the authority is activated, the current authority is automatically expired, and a new record is created and activated by the system. The default and effective date of edited records will be the the next day.

Edits can be made only on a one-to-one basis.

  • If an account key is filled in on the old authority, then it can be changed to an account key (single, range or wildcard) only.
  • If an entity or division is used on the old authority, then the division or entity can NOT be changed. Entity and divisional authorities that need to be edited should be expired and added back with the new entity or division.

If users try to edit outside the one-to-one basis, an error message will appear.

When edits are proposed, the new record links to the previous record. Once the edits have been activated, the link is removed and the new authority is activated and the old is expired.
No edits are permitted on authority records with a Future status. If edits are necessary, the proposer should delete the record with the Future status and re-create the authority.
No edits are permitted on authority records with an Expired status.

Edit Requisition Authority Screen Fields and Buttons

Fields and Buttons: Description:
Employee ID/Name Display only field showing appropriate employee ID and name of authority to edit.
Account Displays six-digit, wild card or partial range of keys, divisional or entity authority associated with employee ID or name as well as restrictions related to that authority, if applicable. Entity will be displayed based on role and previous authority prior to editing. Restrictions related to the Requisition authority for the employee are also displayed.
Date Range Displays the date range of the authority for the employee displayed.
Amount Displays the amount of the authority for the employee displayed.
Redel Displays the redelegation authority of the employee displayed, if any.
Restrictions Displays the restrictions related to the requisition authority of the employee displayed, if any.
Back Takes user back to the previous screen.
Submit

If user has redelegation or acting redelegation capability, the record is activated, and user is taken to the Confirmation screen.

If user has no or only partial redelegation or acting redelegation authority, then the record is automatically routed for approval and the user is taken to the Edit Requisition Confirmation/route screen.

The edit proposal is treated as "all or nothing" for activation purposes.

Delete

Appears on all pending records in the application when editing. It appears for the proposer, for those who have been assigned routing authority as well as the Signature Authority Administrator.

When delete is clicked, the pending authority is removed from the database (this applies to all pending records).

Activate

Appears on all pending records in the application when editing. It appears for the proposer, for those who have redelegation authority as well as the Signature Authority Administrator.

When activate is clicked, the pending authority is activated in the database (this applies to all pending records).

Reject

Appears on all pending records in the application when editing. It appears for the proposer, for those who have redelegation authority as well as the Signature Authority Administrator.

When reject is clicked, the pending authority is rejected in the database (this applies to all pending records).

Cancel Takes user back to the Search Results screen.

Fields and Buttons: Description:
Employee ID/Name Display only field showing appropriate employee ID and name of authority to edit.
Account Displays six-digit, wild card or partial range of keys, divisional or entity associated with employee ID or name as well as restrictions related to that authority, if applicable.
Entity Displays entity or entities associated with employee ID or name.
Domestic Travel Displays the domestic Travel authority of the employee displayed (Staff, Visitor, Own).
International Travel Displays the international Travel authority of the employee displayed (Staff, Visitor, Own).
Redel Displays the redelegation authority of the employee displayed, if any.
Date Range Displays the date range of the authority for the employee displayed.
Back Takes user back to the previous screen.
Submit

If user has redelegation or acting redelegation capability, the record is activated, and user is taken to confirmation screen.

If user has no redelegation or acting redelegation authority, then record is automatically routed for approval and user is taken to the Edit Travel Confirmation/route screen.

Edit proposal is treated as "all or nothing" for activation purposes.

Delete The delete button appears on all pending records in the application when editing. It appears for the proposer, for those who have been assigned to receive routed records, and the appropriate SAA. When delete is clicked, the pending authority is removed from the database (this applies to all pending records).
Cancel Takes user back to the Search Results screen.

Edit Acting Authority Screen Example:

Fields and Buttons: Description:
Authority Granted to: Name/ID Read-only display of the name fo the employee to whom the Acting authority is granted.
Authority Granted by: Name/ID Read-only display of the name fo the employee who is granting Acting authority.
Effective Date Range

Displays the From date which is read only and not editable. Displays the To date which is editable.

When the record is edited with a new To date, the old record is expired with the current date at midnight, and the new record's From date changes to the next day.

Back Takes user back to the previous screen.
Submit

If user has redelegation or acting redelegation capability, the record is activated, and the user is taken to the confirmation screen.

If user has no or partial redelegation or acting redelegation authority, then record is automatically routed for approval and user is taken to the edit acting confirmation/route screen.

Edit proposal is treated as "all or nothing" for activation purposes.

Delete Appears only on all pending routed records in the application when editing. It also only appears for the proposer, for those who have been assigned routing authority, and the Signature Authority Administrator. When delete is clicked, the pending authority is removed from the database (this applies to all pending records).
Cancel Takes user back to the Search Results screen.

Edit Authorities Confirmation Screen

When a user edits any authority, and submits it, a Confirmation screen will appear. If the proposer of the edited authority has redelegation authority, this page will confirm authorities that have been activated. If proposer has no redel authority, this page will confirm authorities that have been routed to the Signature Authority Administrator.
