UCAR is committed to complying with all United States Regulations regarding exports.

Overview

An export is the transfer of specific physical items and/or information or the provision of specific services to non-U.S. persons and/or entities outside and INSIDE the United States. An export can be a shipment of goods, electronic transfer of information, even discussing information with foreign people.

At UCAR our primary mission focuses a great deal on information and technology that falls under what is known as the “Fundamental Research” exception to the United States Export Regulations. Fundamental Research is generally exempt from United States Export Regulations. Fundamental Research means basic or applied research in science and/or engineering performed or conducted at an accredited institution of higher learning or research facility in the United States where the resulting information is ordinarily published and shared broadly in the scientific community. Fundamental Research is distinguished from research that results in information that is restricted for proprietary reasons or national security reasons or pursuant to specific U.S. government access and dissemination controls.

Although a great deal of exports from UCAR do fall under the Fundamental Research exception, this is not always the case. Thus, it is important that employees of UCAR understand the scope of export regulations, so that UCAR can remain in compliance.

What Is UCAR Doing?

UCAR has established a central export compliance program to assist all employees in addressing export issues. Prior to exporting anything from UCAR it is extremely important that a proper analysis be performed. UCAR has designated Contacts who are able to assist in the event of any questions in the area of exports.

If a proposed export is subject to export regulations it may be necessary to obtain a license. In the event that a license is required for a proposed export, one of UCAR’s export Contacts will assist in applying for the necessary license. In some cases, based on the status of the export or the country to which it is to be sent, that there is no way to make the export.
